Morris and Gwendolyn Cafritz Foundation Honors Five Distinguished District of Columbia Government Employees

Five exceptional DC government employees were recognized for exemplary public service by the Morris and Gwendolyn Cafritz Foundation. Each winner, selected from more than 200 nominees, received $7,500.

  • Mitchell Credel
    Detective, DC Metropolitan Police Department
    Because of his community ties and extraordinary dedication, Mr. Credel achieved an 80 percent closure rate in solving homicide cases.

  • Charles Reischel
    Deputy Corporation Counsel, Office of the Corporate Counsel
    Mr. Reischel was honored posthumously for his leadership of the appellate division, which won 90 percent of its cases over the past two decades.

  • Richard Sella
    Director, Office of Tax and Revenue's Returns Processing Administration
    Mr. Sella initiated and implemented a revolutionary overhaul of a system to process 800,000 tax returns and $3.5 billion in tax payments annually.

  • Douglass Stallworth
    Senior Transportation Planner, Department of Public Works,
    Office of Mass Transit

    Mr. Stallworth created the DC SmartStudent monthly pass, providing access to public transportation for thousands of students who rely on Metrorail and Metrobus service to get to and from school each day.

  • Myra Jordan Wheeler
    Police Officer and Coordinator of the Deaf and Hearing Unit, Metropolitan Police Department
    Ms. Wheeler established a new departmental strategy for bridging communication gaps between the police and the deaf community.

Now in its fourth year, the Morris and Gwendolyn Cafritz Foundation Awards for Distinguished DC Government Employees is an annual program designed to recognize and reward outstanding performance by DC government employees.

The awards program is administered by DC Agenda in partnership with the Center for Excellence in Municipal Management at George Washington University.
