Collaborative of Public and Private Funders Announces Request for Proposals to Fund Housing and Services for Chronically Homeless People in Los Angeles
The Home For Good Funders Collaborative has announced the release of a Request for Proposals that aligns public and private resources for permanent supportive housing in Los Angeles County. The Funders Collaborative is a partnership of eighteen public and private funders, led by United Way of Greater Los Angeles, who have come together to fund permanent supportive housing for chronically homeless people. The collaborative was created in alignment with the goals of Home For Good, the action plan to end chronic and veteran homelessness in L.A. County by 2016.
The initiative will support chronically homeless people by helping them move off the streets and obtain the services they need to stay housed. Funds will be awarded to qualified applicants in less than six months, and the collaborative process will help streamline housing creation.
The collaborative seeks competitive proposals to increase the number of permanent supportive housing units in Los Angeles County dedicated to chronically homeless households. The collaborative will invest in supportive services, move-in assistance, and vouchers to subsidize rental housing through grants awarded under this RFP. Proposals must target permanent supportive housing for individuals, families, Veterans, or youth who meet the HUD definition of chronically homeless and reside within Los Angeles County.
Providers are invited to submit one proposal for each of the eight RFP funding areas. Each funding area is a unique grant opportunity with its own eligibility criteria, project focus, and outcomes.
Funding is available to organizations that are exempt under Section 501(c)(3) of the Internal Revenue Code and are classified as "not a private foundation" under Section 509(a).(Applicants for the City of Pasadena's Project Based Vouchers for Chronically Homeless Families may be private or nonprofit permanent supportive housing developers.)
Organizations must operate or provide services within the stated geography. If the parent organization is located outside the stated geographic project area, the applicant must demonstrate the ability to operate or provide services within the geographic area.
Multiple organizations may apply as a collaborative; however, a lead agency must be designated to complete the application and receive grant funds.
In total, private funders will contribute $5 million in funds in the first year of the initiative, while public funders will distribute $37 million in resources through the RFP and will contribute an additional $33 million in resources following the grant awards in June 2012.
Proposals are due April 20, 2012 (proposals for most RFP sections must be completed online), and applicants will be notified of the outcomes of their proposals by June 2012.
An informational session for potential applicants will be held on March 27, 2012, at United Way of Greater Los Angeles (RSVP required).
