Doris Duke Charitable Foundation Awards $1.6 Million for Climate Policy Research, Design Input

The Doris Duke Charitable Foundation has announced grants totaling $1.6 million through its Climate Change Initiative to three organizations conducing research on critical issues in the ongoing debate about cap-and-trade legislation.

The Nicholas Institute for Environmental Policy Solutions at Duke University will receive a $301.727 grant to facilitate collaboration between its climate policy team and experts in finance and securities law on research related to the design of a carbon market under a cap-and-trade program. Resources for the Future will receive $598,227 to support three research initiatives designed to find answers for some of the questions most commonly asked by policy makers, including the economic impacts that climate policies would have on different parts of the country. And the World Resources Institute will receive a $750,000 grant to continue making contributions to federal climate and energy policy debates over the next eighteen months.

As federal policy makers move closer to acting on climate change, the grants will allow for a detailed analysis of issues that have already emerged, including those related to the design of a carbon market, the lessons to be learned from state and regional climate efforts, and the potential effects of various policy approaches on the economy both nationwide and at a regional scale. At the same time, the grants also will enable the recipient organizations to respond quickly to policy makers as new questions emerge.

"This research will delve into the details of how a comprehensive cap-and-trade system might be designed," said Andrew Bowman, director of the DDCF Climate Change Initiative. "With nonpartisan insights and timely analysis, these leading organizations will provide policy makers with research and recommendations they can use to make informed policy decisions and maximize benefits for the environment and the economy."
