The National Academy for State Health Policy (NASHP) is seeking an experienced individual to join the Health System Performance team to help states improve health policies and programs. NASHP is a non-profit, independent academy of state health policymakers working together to identify emerging issues, develop policy solutions, and achieve excellence in state health policy and practice. NASHP provides a forum for constructive, nonpartisan work across branches and agencies of state government on critical health issues facing states. NASHP has offices in Portland, Maine and Washington DC. The position is based in Washington, DC.
General Description:
This program manager develops and implements projects and initiatives primarily related to supporting and advancing state policies and practices designed to improve the delivery of services to those eligible for both Medicaid and Medicare (dual eligibles) and includes a secondary focus on integrating behavioral and physical health as well as long term services and supports. Working as a member of a team led by a Senior Program Director, and working with other NASHP staff in both DC and Maine offices, the Program Manager develops; plans and implements project activities for analyzing and supporting state health policy, consistent with funders’ interests and requirements. The Program Manager also may have responsibility for program development and management in other areas of state health policy, depending on funding and project needs for the NASHP staff team as a whole. The Program Manager provides day-to-day supervision to policy specialists, research and administrative assistants and interns assigned to relevant projects.
Specific Responsibilities Include:

Develops and implements project plans for specific areas in collaboration with the Senior Program Director and other NASHP staff.

Designs and conducts studies and analyses both independently and as part of a team; these may include literature reviews and syntheses, evaluations, surveys, key informant interviews, case studies and focus groups.

Plans agendas and facilitates meetings ranging from small advisory groups to larger symposia.

Builds and maintains strong working relationships with state program administrators, national policy organizations and other key stakeholders concerned with dual eligibles.

Provides technical assistance via phone and online response to requests, as well as through more structured mechanisms developed as part of program plans.

Represents NASHP and relevant project work and speaks at meetings and conferences.

Assures timely delivery of quality products and compliance with funder requirements.

Stays abreast of relevant literature, national policy and state activity in health coverage, identifying emerging trends and leaders and innovators in state government.

Participates in NASHP staff team work to plan and implement NASHP’s annual conference, including planning content and securing speakers for pre-conference and conference sessions.

Actively participates in efforts to improve individual and team quality of performance. Participates in staff/team meetings and training. Works with others to coordinate agency-wide communication and problem solving.

Performs other duties as assigned.
Qualifications:

Masters or other graduate degree in health policy related area. Additional years of relevant experience over the minimum may be considered as substituting for a graduate degree.

Minimum 7 years relevant work experience

Substantial knowledge of state health policy required, with strong preference for substantial knowledge of Medicaid and dual eligbles.

Experience with state government preferred.

Strong analytic, qualitative research, organizational, computer, writing, and verbal communication skills required.

Ability to manage a complex workload to achieve quality results in a timely manner required.

Ability to create and sustain positive working relationships with staff and diverse constituencies and work independently as well as collaboratively required.

Availability for occasional out-of-state travel.
