Blue Shield of California Foundation is seeking a new team member for the Health Care and Coverage (HCC) Program. This individual will help the Foundation build momentum towards a future in which every Californian has access to affordable, high quality health care. We seek an experienced Program Officer to manage the HCC’s grantmaking portfolio and program efforts.
As the largest grantmaking program area of the Foundation, HCC is focused on three key grantmaking goals:
Increasing access to health care and coverage for all Californians
Strengthening the healthcare safety net to provide high quality care for uninsured Californians
Serving as a catalyst for health reform that uses a shared responsibility approach
The Program Officer manages a defined Grantmaking portfolio, oversees related programmatic activities and oversees numerous consultants who handle Grantmaking and programmatic activities. The program officer also assists in developing and implementing evaluation strategies, and represents the Foundation at meetings and events. The Program Officer reports directly to the Program Director and works as an integral part of the Foundation’s Program Team to achieve Foundation-wide goals.
Principal duties and responsibilities
The Program Officer should have an energetic, entrepreneurial nature coupled with strong strategic and analytical thinking skills. The successful applicant will be a self- starter with a proven track record in developing and launching programmatic projects and/or grantmaking initiatives. Key responsibilities include:
Project Strategy and Management. Partner with the Program Director and Program staff to develop grantmaking strategy, and identify funding priorities.
Project Management. Manage a defined portfolio. This includes working with current and prospective grantees, reviewing proposals and making funding recommendations, conducting due diligence, preparing board docket materials, developing and launching Requests for Proposals, monitoring current grants and reports, and providing grantee technical assistance. Duties also include developing and managing grantmaking initiatives and managing multiple external consultants.
Grantee Relations: Provide program support for the maintenance of active grants and/or contracts including regular communications and problem solving with grantees and consultants, report review, analysis and feedback. Maintain an open, ongoing relationship with grantees.
Knowledge, Learning and Evaluation. Work with Program Director to develop and oversee evaluation strategies (including managing external evaluators) for program area and grants. Support Foundation-wide evaluation and learning agenda.
Content Expertise: Develops working knowledge of current research, activities, and trends in the field(s) by reviewing professional publications, and attending related conferences, meetings, and other events.
External Engagement. Maintain and develop relationships with grantees, funders, policy makers, and other key stakeholders necessary to advance the program’s vision, policy and strategic goals. Includes ongoing monitoring of related public policy topics, developing public policy approaches with the field, keeping abreast of relevant issues, research, and trends, reviewing publications and attending related conferences, meetings, and other events. This also includes presenting at conferences on Foundation work.
Internal Engagement and Collaboration. Work collaboratively and participate in cross-disciplinary teams with colleagues at the Foundation, including the peer review process of all Foundation projects and activities. Participate in engagement activities.
Organizational Knowledge: Develop in-depth knowledge of the priorities, strategies, and selection criteria for the program’s grantmaking and associated projects.
Communications. Collaborate with the Foundation's Public Affairs Team to develop and disseminate publications, and produce events, press releases, Web site updates, conference presentations and public announcements of funding
Special and ad hoc projects. Complete additional tasks as assigned.
Job Required Education/Experience
Five years of program management experience with nonprofit organizations, community based or philanthropic organizations, public institutions or related.
Job Additional Education/Experience
Master's degree or equivalent experience preferred, with a preference for a degree in public health, public policy, business or nonprofit administration.
Ability to assess the leadership, fiscal health, and capacity of a nonprofit organization.
Exceptional written and oral communication skills.
Exceptional project management skills, including organization and attention to detail.
Strong relationship-building skills, including the ability to manage diverse teams and the personal presence to represent the Foundation in diverse forums and organizational relationships.
Demonstrated strategic and critical thinking skills.
