Background/Position Summary
The Programme Executive (PE) reports directly to the Country Director and is responsible for implementing and managing a complex grants portfolio designed to achieve the health goals of the U.S. Ageing Programme strategy, which supports improved health care delivery models and financing for low income elders. The responsibilities also include helping to identify, develop and implement opportunities for cross-programme collaboration on health and racial equity across Atlantic’s U.S. programme areas. As Atlantic enters its final grantmaking phase, the PE will be responsible for focused objectives with measurable outcomes and demonstrable impact, including assuring core organizations and programs are sustainable beyond Atlantic’s limited life.
Key Responsibilities – Programme Investments
- Manages a significant portfolio of grants and takes responsibility for developing and managing grants through the grant proposal and approval process; establishing and monitoring grant conditions, reports and grant evaluations, grantee and other convenings; recruiting external advisors and funders in national and local grant making as necessary; compiling key learnings from each grant and disseminating to other funders and relevant stakeholder groups; and developing and maintaining a strong local advisory network
- Accountable for the development, refinement and implementation of the U.S. grantmaking strategy on health and ageing, including:
- Bringing forward investment recommendations
- Monitoring/implementing against strategic programme objectives
- Reviewing, refining and implementing well thought-out grantmaking strategies (to include theories of change, learnings, impact, and impact measurements)
- Ensures individual grant investments are soundly based, reviewing progress of investments vs. plans (frequency and level of detail as appropriate)
- Identifies prospective projects and grantees to address specific strategic goals with proven or promising approaches that could contribute to delivering the programme strategy at the country level, with the approval/consensus of the Country Director
- Conducts ‘due diligence’ assessments of the capacity of organisations and their readiness to take on particular initiatives and estimate their potential for longer-term sustainability, recommending grant investments
- Responsibility for the development of and achieving sign-off on strategy, operational plan, budgets and pipeline for the country element of the programme area for which s/he is responsible. This includes:
- Initiating and achieving consensus on operational plans, developing budgets and pipeline
- Refining and testing approaches within strategic plan to achieve objectives, providing assistance to grantees and challenging as necessary to ensure positive outcomes
- Making vital local inputs to the strategy and business plan for the programme area
- Acquires and maintains appropriate competence, knowledge and expertise in programme subject matter
- Consider and articulate how particular organisation-specific projects can ensure maximum impact and sustainability during and beyond the grant-making life of Atlantic
- Grantee delivery of substantive outcomes, according to the strategy and what is predicted and expected at the country level
- Grantee capacity building at the country level (e.g. progress in strategic planning, operational management, staff skills, independent fund-raising capacity, calibre of Board, etc.)
- Leverages the funds of Atlantic by securing other investments from both public and private sources
- Takes on responsibility for learning from colleagues within and across programme fields
- Makes significant contributions to Atlantic’s strategic thinking within his/her particular programme area and country
- Structures grant agreements so they will provide clear success outcomes for the recipient organisation (e.g. in strengthening its capacity) and clear impact and measurable outcomes
- Works with the Evaluation Executive to ensure appropriately rigorous evaluation of the outcomes of initiatives according to evaluation policy
- Accountable for the quality and accuracy of the grant information in the grants administration database
- Maintains a commitment to Atlantic’s purpose, values, strategy – in word and deed
Professional Experience
- Expertise in health care policy and programmes with knowledge about ageing related issues, including federal and state payment programmes, such as Medicare and Medicaid. Experience and knowledge about issues of particular importance to racial and ethnic minority groups, low income people, older adults, and those with multiple health problems is an asset.
- National perspective possibly including work in and/or affecting more than one region of the country, with an openness to international perspectives
- Experience with strategic grantmaking on a national scale is preferred, including the ability to be attuned to grant seekers but capable of maintaining objectivity and making tough calls and resistant to the “flattery” grant makers receive
- An outcome orientation as well as familiarity with evaluation research and the use of metrics to measure outcomes and success
- Excellent communication skills and the ability to identify “stories” from grantee activities that help to convey the impact of funded projects
- Strong interpersonal skills – including clear interpersonal communications and good listening skills – that foster good working relationships with a diverse range of people from different environments and at all levels in the U.S. and internationally
- Analytic ability – to get to the core of complex funding proposals and the ability to assess organizations and their leadership
Personal and Interpersonal Qualifications
- Flexible and able to function effectively in an ambiguous and changing organizational and political environment
- Team player, with the skills to encourage teamwork with other staff in the programme area and has a sense of humor
- Ability to work and communicate effectively in a global environment and exhibit cultural sensitivities to diverse populations
- Demonstrated success in collaborative work with internal and external colleagues – including other institutions
- Critical thinking skills with the ability to analyse proposals rigorously including financial skills to evaluate programme budgets
- Ability to travel domestically and internationally
Educational Qualifications
- Bachelor’s degree required
- Advanced degree preferred
