IntraHealth International - Monitoring & Evaluation Manager

IntraHealth International is seeking a Monitoring and Evaluation Director for USAID's newly awarded Human Resources for Health and Quality Services (HRHQS) Project. The HRHQS project is a 5-year global project funded by USAID that is at the vanguard of efforts to strengthen the human resources needed to implement quality health programs in developing countries. It addresses both the number of healthcare workers needed and the quality and performance of those workers. Through innovative, evidence-based work in the field of HRH capacity building, the project will strengthen the human resource systems necessary to develop, maintain and support the workforce, while at the same time building capacity in service delivery. The ultimate aim is to increase access to high quality FP/RH, HIV/AIDS, malaria, TB, MCH and other health services.

Based in Chapel Hill, North Carolina with a second office in Washington D.C., IntraHealth International has served the public health needs of developing countries for almost 30 years, working in more than 50 countries with the support of the U.S. Government, foundations, corporations, and individuals. Reporting to the Project Director, the Monitoring and Evaluation Director will lead a stellar team that monitors, evaluates, and conducts research in the HRHQS project as well as contributes to the advancement of the field of evaluation in HRH capacity building globally. The Director will provide strategic and technical leadership in monitoring and evaluation, operations research, results reporting and knowledge management, and will contribute to innovation and efficacy in project interventions. The Director will be at the forefront of efforts to build a global knowledge base of effective HRH capacity building approaches and serve as an advocate for them.

The Director will lead the development and implementation of the project's annual performance monitoring and evaluation plan and the M&E budget, including reviewing and approving all country M&E plans. While following guidance by USAID, MOH, and the M&E department in IntraHealth's Chapel Hill office, the Director will guide and oversee the collection of information and documentation of progress towards results, including conducting country site visits to support data collection and reporting as well as validating program data. The Director will lead the dissemination and utilization of project results to inform project operations and share lessons learned with a global audience as well as participate in meetings with the funder and other stakeholders on a regular basis vis-a-vis results and the project's results framework. The Director and the M&E team will also support the process of developing and presenting quarterly and annual project progress reports to USAID.

As a visible pioneer in strengthening M&E for HRH capacity building globally and an advocate for effective HRH capacity building approaches, the Director will assess research needs and opportunities and design and implement operations research that can inform the project and contribute to global knowledge of effective HRH strengthening interventions. The Director will be responsible for developing technical capacity in M&E for HRH in project staff, partners and other stakeholders as well as developing a repository of tools, guidelines and reference documents for M&E and OR that may be used by, and are easily accessible to, staff and external audiences globally.

The Monitoring and Evaluation Director supervises a staff that includes M&E, results, and knowledge management team members, which includes supporting staff, setting performance expectations and conducting performance reviews.

Successful candidates for this position will have an advanced degree (PhD preferred) in public health, a social science or a related field and ten or more years of successful experience designing and implementing health program evaluation and applied research in developing country settings. In addition, candidates will have five or more years leading and managing a professional staff, including strong coordination and team leadership skills as well as demonstrated experience in research and evaluation design and methods with a background in mixed research methods (both qualitative and quantitative). Experience working directly with USAID or USAID contractor is required. Candidates with a record of publishing in peer-reviewed journals and other venues and have experience working on large, global projects with staff at a distance will be preferred. Excellent oral and written communication skills in English are required, and mastery of Spanish or French is highly desired. Candidates must be willing to travel domestically and internationally up to 25% of the time.
