Health Impact Assessment: HB 2800: Oregon Farm to School and School Garden Policy Reimbursing school districts for purchasing locally produced, processed, and packaged foods can boost employment, increase participation in school meal programs, reduce food insecurity, and strengthen social capital outcomes, a report from Upstream Public Health argues. Health Impact Assessment: HB 2800: Oregon Farm to School and School Garden Policy (133 pages, PDF) examined the public health benefits of establishing reimbursement funds and awarding grants to support school gardens and agriculture and nutrition education and found that boosting districts' ability to purchase sustainably grown local food improves environmental health, expands high-quality menu options, helps teach students about diet and nutrition, and leads to better health outcomes. Funded by the Health Impact Project — a partnership between the Robert Wood Johnson Foundation and the Pew Charitable Trusts — and the Northwest Health Foundation, the report recommends that districts with diverse, low-income student populations or those in areas with limited food access be given priority for education grants.
