State of Recidivism: The Revolving Door of America's Prisons
Despite increases in spending on corrections in recent years, many states have seen little improvement in recidivism rates. However, a combination of pre- and post-release strategies may help reduce rearrests and parole violations while improving public safety, a new report from the Pew Center on the States suggests. Based on a survey conducted in collaboration with the Association of State Correctional Administrators, State of Recidivism: The Revolving Door of America's Prisons (42 pages, PDF) found that three-year recidivism rates for inmates released in 1999 and in 2004 averaged 45.4 percent and 43.3 percent, respectively. The report, which examines the factors behind variations in state trends, highlights practices and policies implemented in Oregon, Michigan, and Missouri that have led to lower recidivism rates, including sophisticated risk assessments at entry, targeted case management, detailed reentry planning, and individualized post-release supervision that takes into account offenders' individual circumstances.
