Commonwealth Fund State Scorecard Federal and state partnerships have helped to reduce the number of uninsured children and maintain coverage for children during the recession, but access to affordable, preventive care and treatment vary greatly by state and parents' income, a new report from the Commonwealth Fund finds. The Commonwealth Fund State Scorecard on Child Health System Performance, 2011 (92 pages, PDF) ranks states on twenty performance indicators in three areas — access and affordability, prevention and treatment, and potential to lead healthy lives — as well as by equity across income level, insurance status, and race/ethnicity. Iowa, Massachusetts, Vermont, Maine, and New Hampshire topped the overall rankings (and placed in the top quartile for each of the four areas assessed), while Florida, Texas, Arizona, Mississippi, and Nevada ranked at the bottom.
