Empowering Effective Teachers: Strategies for Implementing Reforms Last year, the Bill & Melinda Gates Foundation asked nine school districts and a coalition of charter management organizations to propose strategies for dramatically improving teacher effectiveness. The study participants identified four areas as keys to future success: shared leadership, vision, and commitment to action; a culture of data-driven decision making; stakeholder engagement; and policies that support or at least do not restrict improvement efforts. A new report issued by the foundation, Empowering Effective Teachers: Strategies for Implementing Reforms (20 pages, PDF), provides a number of lessons learned with respect to how districts and charter management organizations can assess teachers' strengths and weaknesses and recommends that schools not wait to implement a teacher effectiveness agenda.
