Challenges of Providing Health Coverage for Children and Parents in a Recession The Kaiser Commission on Medicaid and the Uninsured, a project of the Henry J. Kaiser Family Foundation, has released a report containing findings from its eighth-annual survey of state eligibility rules, enrollment and renewal procedures, and cost-sharing practices for both SCHIP and Medicaid. The report, Challenges of Providing Health Coverage for Children and Parents in a Recession (70 pages, PDF), found that states' efforts to expand health coverage slowed during 2008. Although nineteen states took steps last year to increase acccess to coverage for low-income children, pregnant women, and parents, ten states enacted at least one measure to restrict access. The report also found that funds to expand outreach efforts, including community-based application assistance, were increased in many states, though some states have reported that those funds will be reduced.
