A Plan for Action - A New Era of International Cooperation for a Changed World: 2009, 2010, and Beyond
The Managing Global Insecurity project — a partnership between the Brookings Institution, Stanford University's Center for International Security and Cooperation, and New York University's Center on International Cooperation — has issued a new report that examines the steps global leaders must take to build a cooperative international order based on responsible sovereignty. The report, A Plan for Action — A New Era of International Cooperation for a Changed World: 2009, 2010, and Beyond (42 pages, PDF), advocates for upholding the Geneva Conventions, the Convention Against Torture, and other laws of war; creating a new "G16" group to foster cooperation among major and emerging powers; revitalizing the nuclear non-proliferation regime; and building momentum toward a regional architecture for the Middle East.
