Ten Reasons to Oppose the Criminalization of HIV Exposure or Transmission
According to a new report from the Open Society Institute, the AIDS and Rights Alliance for Southern Africa, and the United Nations Development Program, the recent push to apply criminal law to HIV exposure and transmission is often driven by legitimate concerns, including the phenomenon of women being infected with HIV through sexual violence. At the same time, the report, Ten Reasons to Oppose the Criminalization of HIV Exposure or Transmission (36 pages, PDF), finds that such public policies are often unjust, ineffective, and unlikely to prevent new infections or reduce women's vulnerability to HIV. Instead, the report's authors recommend that countries take steps to increase evidence-based HIV prevention and treatment efforts and reduce women's vulnerability to HIV.
