The New Orleans Index Anniversary Edition: Three Years After Katrina Three years after Hurricane Katrina devastated the Gulf Coast, a new report from the Brookings Institution finds that progress toward full recovery is evident in New Orleans, though major challenges remain. Funded by the Blue Moon Fund and the Gates and Rockefeller foundations, the report, The New Orleans Index, Anniversary Edition: Three Years After Katrina (84 pages, PDF), examines indicators of recovery across thirteen planning districts and finds that the city has recovered 72 percent of its pre-Katrina households and nearly 90 percent of its sales tax revenues. However, the city still contains some 65,000 ruined properties and empty lots, while several neighborhoods remain at risk of significant flooding from future hurricanes and rents — now 46 percent higher than before the storm — have not kept pace with wages.
