The Growing Imbalance: Recent Trends in U.S. Postsecondary Education Finance More students — and more money — are going to more colleges and universities than at any time in U.S. history. Yet despite increased institutional spending and students paying a higher share of operating costs, budgets of core instructional programs at many institutions have been cut or reduced. A new report from the Delta Cost Project, The Growing Imbalance: Recent Trends in U.S. Postsecondary Education Finance (68 pages, PDF), examines questions such as why tuitions are increasing, whether increased spending of endowments would mitigate tuition increases, and what effect tuition increases are having on college accessibility for low-income students. Funded by Making Opportunity Affordable, an initiative of the Lumina Foundation for Education, the report found that institutions serving primarily low-income students have the fewest resources to invest in their success.
