Do Individual Mandates Matter?

Many proposals for healthcare reform being discussed at the state level and in the presidential primary campaigns include provisions that would make it mandatory for individuals to purchase some form of health insurance. A new research brief from the Urban Institute outlines the reasons why UI believes the goal of universal health insurance coverage requires individual mandates. Funded by the Robert Wood Johnson Foundation, the brief, Do Individual Mandates Matter? (4 pages, PDF), also examines why healthcare reform proposals must address the affordability of coverage and recommends fair and effective ways to enforce such a mandate.
