Racial Disparity in Foster Care Admissions
Although African Americans comprise only 15 percent of the child population in the United States, roughly 37 percent of children in foster care are African American, a new report from the Chapin Hall Center for Children at the University of Chicago finds. Funded by Casey Family Programs, the report, Racial Disparity in Foster Care Admissions (32 pages, PDF), looked at children placed in foster care between 2000 and 2005 in more than a thousand counties and found that the rates of placement and disparity were highest in counties with a larger proportion of African American residents, children in poverty, female-headed households, and residents with less than a high school education.
