American Lung Association State of Tobacco Control 2007 According to the American Lung Association State of Tobacco Control 2007 (executive summary; full text, 158 pages, PDF), only six states fund tobacco prevention and cessation programs at or above the levels recommended by the Centers for Disease Control and Prevention, despite studies showing that such programs are effective. The report finds that a majority of U.S. states have not passed comprehensive laws prohibiting secondhand smoke in workplaces and other public places and that twenty-eight states and the District of Columbia have cigarette excise taxes below the national average. New York City — which has a high cigarette tax, a comprehensive law protecting citizens from secondhand smoke, and effective tobacco prevention and cessation programs — saw its adult smoking rate decline from 21.6 percent in 2002 to 17.5 percent in 2006, while the national adult smoking rate is 20.8 percent.
