The Santa Barbara County Care Data Exchange: Lessons Learned Once considered a model for emerging regional health information organizations (RHIOs), the Santa Barbara County Care Data Exchange was unable to overcome operational challenges and closed at the end of 2006. A new report from the California HealthCare Foundation, The Santa Barbara County Care Data Exchange: Lessons Learned (26 pages, PDF), looks at the history of Santa Barbara's RHIO, examines the organizational, technical, and legal factors that led to its closure, and considers the policy implications for nascent RHIOs elsewhere. Among other factors, the report found that the lack of a compelling business case, distorted economic incentives, passive leadership among participants, vendor limitations, software delays, and privacy and security issues all played significant roles in the project's eventual failure.
