A Critical Policy Imperative: Making Preschool Education Work for Latinos in Illinois
In an effort to expand access to early childhood education, the state of Illinois has invested $135 million in preschool programs since 2002, but several barriers to high-quality programs remain in Chicagoland communities with large Latino populations, a new report from Latinos United finds. The report, A Critical Policy Imperative: Making Preschool Education Work for Latinos in Illinois (15 pages, PDF), found a lack of linguistically and culturally competent programs in the region and offers five recommendations for overcoming barriers to enrollment: build or renovate additional facilities for early childhood care and education in Latino communities; increase the availability of publicly funded preschool programs in Latino communities; create full-day, full-year collaborative programs to meet needs; and develop effective communication and recruiting strategies for early learning programs. The report was funded in part by the Joyce and the John D. and Catherine T. MacArthur foundations, the Chicago Community Trust, and Pre[k]now.
