System Change Efforts and Their Results, Los Angeles, 2005-06 In 2004, the Conrad N. Hilton Foundation awarded a five-year, $8 million grant to the Corporation for Supportive Housing to promote changes in city, county, and state systems that target homelessness in Los Angeles County, particularly among people with serious mental illness. System Change Efforts and Their Results, Los Angeles, 2005-2006 (40 pages, PDF) describes the efforts CSH has undertaken with those monies (often in conjunction with other stakeholders and partners), and what results they appear to have stimulated as of early 2007. Published by the Urban Institute, the study found that the structure of county government, which includes eighty-eight separate jurisdictions and several unincorporated areas, has historically made it difficult to address homelessness and other social problems within the county.
