The Evolution of School Choice Consumers: Parent and Student Voices on the Second Year of the D.C. Opportunity Scholarship Program The Opportunity Scholarship Program, the nation's first federally funded K-12 scholarship initiative, provides low-income parents in Washington, D.C., with tuition scholarships worth up to $7,500 for use at fifty-eight participating private and religious schools. According to The Evolution of School Choice Consumers: Parent and Student Voices on the Second Year of the D.C. Opportunity Scholarship Program (112 pages, PDF), a survey of approximately one hundred participating families conducted by the Georgetown Public Policy Institute's School Choice Demonstration Project, the greatest concern among participating parents is that increased earnings might make them ineligible for the program. Funded by the Annie E. Casey Foundation, the survey is part of a larger, ongoing evaluation of school choice in the district.
