State of Michigan Cities A report from the Michigan Higher Education Land Policy Consortium finds that cities in the state are experiencing declines in population, jobs, and functioning infrastructure. Based on a number of criteria, including property values, crime, schools, government finances, and various environmental factors, the report, State of Michigan Cities: An Index of Urban Prosperity (64 pages, PDF), evaluates the health of thirteen cities, including Detroit, Battle Creek, and Ann Arbor, and compares the results to those for counties in which the cities are located as well as the state overall. Funded by the W.K. Kellogg Foundation, the report also finds that cities in the state are underperforming cities nationally.
