Philanthropy and Voluntarism

Centralized International NGO Repository Connection Following the events of September 11, 2001, the U.S. government took a number of steps to prevent terrorist groups from using or benefiting from financial or other support originating with U.S.-based nonprofits and foundations. Collectively, these actions have raised compliance concerns among U.S. foundations, especially with respect to their international grantmaking activities. In 2005, the GE Foundation initiated discussions with the Council on Foundations about the possibility of establishing a common repository of information on non-U.S. grantee organizations and subsequently made a grant to the council and its partners — the Foundation Center, Independent Sector, and GuideStar — for a feasibility study. A report based on that study, which was conducted by Information Age Associates, has been posted to the IAA Web site. In addition to detailed survey results, the report offers a number of findings, recommendations, and suggestions for next steps. IAA and the council are planning a second phase of the initiative in 2007, and are actively soliciting comments on the report via e-mail at mbs@iaa.com.
