Race and America's Welfare System A new study commissioned by the Casey-CSSP Alliance for Racial Equity found that African-American children are not only overrepresented in America's child welfare systems but also receive poorer treatment than their Caucasian counterparts. Synthesis of Research on Disproportionality in Child Welfare: An Update (62 pages, PDF) finds that once in foster care, African-American youth receive fewer caseworker visits and mental health services than Caucasian children do, despite data showing no difference in child abuse or neglect rates between races.
