An Evaluation of California's Express Enrollment Program
California's Express Enrollment Program (12 pages, PDF), a new report from the Children's Partnership, a national nonpartisan child advocacy organization with offices in Santa Monica and Washington, D.C., looks at the outcome of pilot projects in ten California school districts to secure health coverage for eligible, uninsured children through school lunch programs. The report, which was funded by the California Endowment, found that while the program was successful in identifying uninsured children, it proved to be inefficient in providing the majority of them with coverage. The report suggests, however, that EE provides a blueprint for creating effective enrollment systems through other types of public programs.
