Providing Equal Access to Quality Teachers
Teaching Inequality: How Poor and Minority Students Are Shortchanged on Teacher Quality (20 pages, PDF), a report from the Education Trust, identifies national patterns of teacher distribution, describes the impact of quality teaching on student achievement, and shares findings on teacher performance and qualifications at school systems in Ohio, Illinois, and Wisconsin. Funded by the Chicago-based Joyce Foundation, the report also offers strategies for developing an "equity plan" that gives all students access to experienced, qualified teachers.
