Conducted by PolicyLink and the Community Development Partnerships' Network and funded by the Heinz Endowments and the Annie E. Casey, Knight, Surdna, and William Penn foundations, the study looks at Baltimore, Cleveland, Detroit, Philadelphia, and Pittsburgh; offers strategies for investing public and private resources; and explores opportunities for collaborations that promote economic development, affordable housing, and neighborhood revitalization.
