Evaluation of L.A.'s Healthy Kids Program A Healthy Start for the Los Angeles Healthy Kids Program: Findings From the First Evaluation Site Visit (62 pages, PDF) analyzes the implementation of the city's Healthy Kids Program, which served more than forty thousand children from low-income families from 2003 to 2005 — 56 percent of the eligible population. Prepared for the California Endowment and First 5 LA, which manages the program, and conducted by the Urban Institute and the Keck School of Medicine at the University of Southern California, the study outlines key issues and challenges to achieving universal coverage and stable financing.
