The Patriot Act - Pros and Cons

Many provisions of the USA Patriot Act will "sunset" at the end of 2005, leading to renewed scrutiny of the controversial piece of legislation. In Rethinking the Patriot Act: Keeping America Safe and Free, law professor Stephen J. Schulhofer examines the legislation's strengths and major flaws and offers recommendations as to which provisions deserve to stay and which need serious revision. The report (introduction, 10 pages, PDF; or in its entirety for a fee) is part of the Century Foundation's Homeland Security Project to disseminate information about the challenges related to preventing and responding to domestic terrorism, and was funded by the Carnegie Corporation of New York and the MacArthur, Knight, and Robert Wood Johnson foundations.
