Achieving Universal Primary and Secondary Education In Cultivating Minds, the lead article in the June 2005 issue of FD: Finance and Development, a quarterly education magazine of the International Monetary Fund, authors Joel E. Cohen and David E. Bloom contend that at the current rate of progress, the international commitment to universal primary education by 2015 will not be met; that roughly 118 million children, most in the world's poorest countries, will not be enrolled in primary school; and that almost twice that number will not receive a secondary education. Based on their work on the Universal Basic and Secondary Education project of the American Academy of Arts & Sciences, with major funding from the William and Flora Hewlett Foundation, the authors explain how universal, high-quality primary and secondary education is achievable — and well within the ability of wealthy nations to fund — by the middle of the twenty-first century.
