Study of Cell Phone Use While Driving Several countries, along with two states and many cities in the United States, have banned the use of hand-held cell phones while driving. Researchers at the AEI-Brookings Joint Center for Regulatory Studies surveyed 7,000 individuals and determined that the reduction in accidents resulting from a ban would be both lower and less certain than previous studies have indicated. Key among their findings, published in The Impact of Driver Cell Phone Use on Accidents (56 pages, PDF), was that individuals who are more likely to use hands-free devices are more careful drivers even without them.
