Flaw in No Child Left Behind
In Can Separate Be Equal? The Overlooked Flaw at the Center of No Child Left Behind (14 pages, PDF), the Century Foundation faults the No Child Left Behind Act of 2001 for not addressing the central obstacle in reducing achievement gaps in American schools: economic segregation, or separately educating poor and middle-class children. The study shows that a middle-class school is twenty-four times as likely to be consistently high performing as a high-poverty school. However, low-income students attending middle-class schools perform higher, on average, than middle-class children attending high-poverty schools.
