About the Foundation

The Anthony Francis Lucas-Spindletop Foundation was established by the late "Tony" Lucas in 1942 in memory of his father Captain Anthony J. Lucas who discovered the oil field at Spindletop Dome near Beaumont, Texas.

Over the course of the Foundation's existence, aid initially took the form of direct and indirect scholarship assistance to worthy students. Subsequently, efforts were directed to funding and support of programs which take children outside of the social or educational mainstream and assist them in leading more fully productive lives. It has been the philosophy of the Foundation to use its limited resources where its' goals can be most likely achieved; consequently, the emphasis has been on aid to children with marginal rather than severe problems, be they financial, emotional, health or educational.

Additionally, the Foundation believes that while much scholarship assistance is available for secondary and college education, programs for vocational training have not received like public assistance, and as they often represent the maximum intellectual level attainable by many children, the Foundation has actively supported them.

Funding Priorities:

  • Children with marginal rather than severe problems, be they financial, emotional, health or educational
  • Vocational training programs

Geographic Focus:
The majority of grants made by the Foundation go to support organizations in the Washington, DC metropolitan area.

Types of Support:

  • Program Support
  • General Operating

Restrictions:
No grants will be for capital projects.

Eligibility Requirements:
The Trustees will consider all qualified applications received from organizations that are exempt from taxation under the Internal Revenue Code Section 501(c)(3). If you are a 509(a)(3) Supporting Organization, please be prepared to provide additional information. Grants are not made to support individuals.

Grant Cycle and Deadline Information:
Investigative and record keeping requirements preclude the making of individual grants, and donation decisions are made by the Foundation's Board once a year, during the 4th quarter on proposals received by September 30th. Payments of the approved grants are made in January.

Grant Range:
The average grant size is between $1,000 and $3,000.
