Abstract

The roadmap provides a guide for designing and implementing state accountability systems that are based on the goal of college- and career- readiness for all students.

Key Findings and/or Recommendations

=Next-generation accountability systems must establish performance objectives for schools and districts that are aligned to college- and career-readiness.

=They must evaluate schools and districts on student achievement outcomes, disaggregated by student sub-groups.

=They must annually characterize and differentiate between schools and districts based on student outcomes.

=They must provide transparent reporting of determinations about school and district performance through clear, meaningful, and timely presentation.

=They must incorporate diagnostic reviews to ensure comprehensive analysis of school and district performance.

=They must employ a classification system that differentiates school and districts and directs the provision of rewards, supports, and interventions.

=They must provide a range of supports and interventions, particularly with regard to the lowest performing schools.

=They must promote and commit to innovation, evaluation, and continuous improvement in teaching, learning, and school models, as well as in accountability itself.
