Leveraging Federal Funding for Longitudinal Data Systems – A Roadmap for States

Abstract

This brief helps states to identify federal funding sources that can be used for data-related activities, including new ARRA funding, FY 2009 appropriations, and FY 2010 budget requests. Although all of the identified funds can be used for data-related activities, each source has unique guidelines for how the funds may be used.

Key Findings and/or Recommendations

= States must identify those needs that promote a culture of continuous improvement throughout the human capital development pipeline and the data needed to address them.

= States should expand the capability of their longitudinal data systems to link across the P-20 education pipeline and across state agencies.

= States should ensure that data can be accessed, analyzed, and used, and should communicate data to all stakeholders to promote continuous improvement.

= States should build the capacity of all stakeholders to use longitudinal data for effective decision making.
